Try this procedure:
-Uninstall the mouse driver in the Uninstall Programs in the control panel (Windows may ask if you want to restart, say no)
-Download the latest driver for the mouse from the company website. (Make sure it is specific to the mouse not a general driver if possible)
-Install the mouse driver (if it works after this step then do not continue)
-Unplug the mouse
-Restart the computer
-Plug the mouse into a different USB port
-Windows should find the driver and install the mouse.
If the mouse still doesn't respond, try plugging it into a different computer, this will isolate if it is your USB ports or not.
If it still doesn't work me may be defective so you'll have to return it.
