It is most likely your internet or cpu and ram not being able to run DoD and ventrilo at the same time very well.

Yama is correct. It is a graphical setting in the advanced graphics options called "High Dynamic Range" (HDR). It does that when you reopen a minimized session and you should just turn it off.
