I think it's funny how all of those are actually links to groups on the forums, but whenever I click on them, there's nothing. Noone is on those groups lol.

Secondary groups my friend, your primary group is your rank, your secondary groups are supposed to be your staff positions. It would be cool if you could view users by their secondary group but alas, it is hidden. As for why Bunt is listed there, I think he was originally the deputy chief and needed more access than the rest of the intel office staff, but I've removed him now.
