Reasons for the Ban:According to this thread, he was perm banned in April. Came to get unban; Zahl and Parker upheld it. He was in the server tonight; Cast brought it to my attention he was permbanned back then. Found the thread. Reinstated it.

Comments: Talked to him after the fact; he claims he talked to Parker week ago and came to an agreement to get unbanned, but that he can't get into the forums to post so requested I post as much here.

I believe this is a unban request. Since he was permabanned.

No it a ban report. He was perm banned before due to being banned several times, he tried to get himself unbanned to which parker denied. Then he magically appeared on the server on the account he was perm banned on, so Brown permed him again due to the fact parker denied his previous unban request. I wouldn't trust Win's word on being unbanned so.
