There is always two sides to a story, the officers were doing what they viewed was right in their eyes by what is placed in the law. If he wasnt asking for money then the hat on the ground was pointless.

So many people think that democracy means that the have the right to do whatever they want.

You can do what you want within the law, and if that area's not allowing buscering, then you don't have the right to do so.
