Brief Description of Issue:

Nothing is saved anymore and when I open my console up and try to apply any changes such as binds or sprays I get 'userconfig.cfg' not present; not executing.

Config file cfg/config.cfg is read-only!!

But when I go into SteamApps and find the file and change it, it still doesn't save properly...

I went ahead and moved your post to the main thread area here and added the form formatting. Please in the future use this form for any issues

For the issue here I would make the config.cfg so that it is writable, meaning remove the read only flag. When you are in game any variables that you set in the console are written to this file. If it is read only then these changes will not save. If you do make changes outside of the game I would place them in the autoexec.cfg file (if you don't have one just create one).

Confirmed with Gilmore that making the config.cfg writable and creating the autoexec.cfg file corrected this issue.
