Resolved - Can't change profile picture?

Brief Description of Issue:

when i click "upload" on my steam profile once i have my picture i want chosen i get an error that says "no file received"

This message pops up when i try to upload other pictures. I tried using another device, doesn't work.

EDIT: I fixed the solution to this problem by completely wiping my computer.. Obviously not ideal but this was getting out of hand.
