Upon researching the Steam ID and looking for previous bans I found none. This appears to be a new account and the individual is based in Brazil where lag may come into play as to what appears to happening. Additionally there is no other witnesses I am reducing the ban to 1 week. If he is doing what you say, he can think about if he wants to do it again.
