I don't know if Surströmming can go bad, but that looked a little more liquefied than usual, also the way that the can was super pressurized makes me think that was more rotten than it should have been

I think the fish gets like that during transport because its suppose to look like this 

 

It is like gelatinous to start with so the getting tossed around prob liquified the fish....
