keyboard problems i think

alright i try to access the console in steam but i cant so i change my keyboard from french to english and it still doesnt work could this be caused by the computers windows 7 being installed mainly in french is there a way to fix this permanently besides redownloading windows7

make sure the "developer's console" is enabled in the keyboard options menu under "advanced" at the bottom of the options window

go into windows 7 click the start orb, then control panel, then language, then change keyboard, then english US
