Keyboard issues

So for a few months now I've been dealing with my keyboard messing up. Randomly, it will change it's profile/key assignment so that when I go to press a key (for example I want a question mark) if I press ? key what I really get is a capital E with an accent over top. I've tracked down the actual question mark for when this happens and when my keyboard is in it's douche state I have to press shift+6 to get a question mark. This is not the only key this happens with and sometimes in game you might have me asking you to type out a random symbol, this is why.

Things I've tried:

Switching out keyboard.

Downloading driver update for current keyboard.

You might have a software conflict,this last week my screen has been going up and down and shaking all over the place,i'm wondering if i have a software conflict with VTFedit or GTactix, i'm going to try uninstalling one at a time to work out whats going on.

It sounds like you have some sort of an international keyboard map. Do you by chance have a french keyboard/keyboard map installed for your computer? If so, you may be gaming in French mode. As I don't have any experience with French maps, I'm a bit out of my depth, but that's what it sounds like to me.

Yeah had French input on my keyboard also that I just removed and the problem is persisting. However alt+shift will cycle between the settings so at least now I know how to fix the problem when it comes up.
