Presumably they don't like their General Secretary to be compared to a notoriously air-headed cartoon character.

While I'm all in favor of freedom of speech its not like any coherent political point has been made here, so I guess they figured it was just pointlessly disrespectful and banned it.

Sounds about right. I visited China in the '90s and after taking pictures in Haidong of some protesting Tibetan monks, I was approached by police who asked that I remove the pictures. I pretended to. I still have those somewhere, but they were so unimpressive I never bothered keeping track of them. I think the Chinese officials figure the more they restrict, even that which is asinine, the less that will slip through of importance.

Yeah considering the picture was made by the Chinese and became a viral hit on the sina-net, somemillionbodies over there found it funny.

And I think the gag was just how identical the pictures appear to be. ;) Sometimes a cigar is just a penis wrapped in tobacco leaves.
