Part of the problem is that schools are often dependent on the results of standardized tests for funding. If a school's students do poorly one year, that funding is put in jeopardy. And teachers are held responsible regardless of the circumstances. So sometimes, schools and teachers do their best to change the tests or skew the results so that they come out more favorably. It's not the best system for measuring a student's progress.
